ok when i start up my CS:S in my level i made i go outside and my skybox is all screwed up when i move my screen repeats it's self over and over and it's all screwed up how can i fix this?

Do you have a leak in you'r Skybox? If not, post the .VMF.
EDIT: Yeah, it does actually sound like you haven't gotten a Skybox. Did you hollow it?

Do you actually have a skybox surrounding your level? If so, what did you call it?
post the compile log (txt file) of your map so that we can see.
