You haven't done the env_cubemaps, so everything is reflecting a nice bright sky texture. Place an env_cubemap into every room, then when your map loads up type buildcubemaps in the console then quit and reload CSS and it'll work again

Just dont compile it with HDR, Uncheck the tab, and delete any entities you made for the HDR.

Outside I can only assume that you don't have a light_environment, or you have fiddled about with the HDR. By default it should look okay- what you seem to have done is to set the contrast super high or something.
As for that thing on the floor, it looks like those decals which are put around exit signs (To represent the shadows and stuff on the wall).
If you could upload the vmf I'd take a look.

I have light_enviorment.
I have deleted HDR so if you can make it for me.
By the way even with out HDR my props no mater are they static or physics are blue glowing so please tell me why.
My map isn't finished.

That's from the default skybox. You need to put an env_cubemap in every room, type buildcubemaps in the console then RESTART css
