I can only assume that A) It came out a long time ago B) The number means it starts at the top of download lists, so more people click on it C) It has some awesome layout. D) Because people are stupid I have the same problem when making games. Some rubbishy platformer which was made for a joke is loved more than mine because people can't be bothered to learn how to press T to load up your stats screen. I'll tell you the answer- you need to make unique maps. Make one set in space in a flying cube. Have one with a train running around your map, with a machine gun on it. Have a huge castle with siege equipment smashing everything up. Either that, or go purely for gameplay. Playtest a map from the early stages, keep improving on it until it's perfect, THEN make it look good. Get this- Jeff Pwns 2 was one of the most popular games made on the site because it had MOUSE aiming. WOW! But not only that- it ridiculed other game makers, so people praised it. Imagine a CSS map coming out where everybody starts with AKs. It MUST be better than a map where you start with pistols. Imagine you had to shoot pictures of TACTICAL OPS, TF2 and other things. HAHAHA they must suck! Or.. maybe the person who made the map was in a hurry? > Or he never actually played the map, 'Dont Run Game After Compiling' To generate a bsb and see how many suckers dl'ed it.

Remember that map we were going to make Philip? the same as my WW2 beach map but with a big castle? I was thinking, IF you had dods, we could make one of the cap zones release the siege equipment and blow a hole in the castle wall.
We may be able to do something like that with CS:S but I cant think of a cool way to do it, maybe a delayed trigger box or something.
Just an idea, throwing it out there.
