Creating a server only makes the server visible on the LAN (In other words, people in your house on other computers can see it in the server list, but people from around the world can't).
You can buy a server for about £10 a month. This will give people a very good experience on your server. Most people have their own computers connected to a router, which makes it far harder to set up an online server from their own PC. There are ways to do it but it takes a lot of messing about and at the end of the day the quality will be inferior to that which you get from buying a server.
Summed up, you can't set up your own online server very easily. In Steam, Tools Section, there will be Source Dedicated Server, which is designed to help people to set up online servers. Check the IP of the server once you've set it up on that programme- if it starts with 192.168 then people won't be able to access it, as it shows that it's showing the IP of your computer on the router, instead of the router's IP to allow people to connect to your game.
