You have to change .mp3's to .wav's, obviously, but when you have to change the project rate, it gets slightly quieter and the sound gets a little choppy. Any way to avoid this?

Same thing happens to me. When I view the .wav properties the sound quality says Medium(lossy) sometimes it even says Low(lossy). What I can tell you is use Goldwave. You can change the volume to whatever you like. Although I don't know how to use Goldwave to actually improve the sound quality.
