in the steam apps folder but you have to have an unpack program called GCFScape to unpack the materials/textures

after you extract the vtf file you can open it with photoshop nemesis.thewavelength.net/index.php?c=155after your done save it as an vtf file and copy the vmt file you extracted it with the vtf file and edit it with "VTFEdit" and then change the paths and names of the content thats within the vmt file and then save it, and put the VTF and VMT file in the CSS(or other game) materials file and then start your hammer.. and hope its there... this is an fast explanation
