So i've seen a few maps with lights that appear to be emanating from a prop, like a lamp or something.
How do i recreate this effect? All i've managed to muster is just a spot of light that stands on the lamp

Define prop? Like a Streetlamp? Floodlight? etc? Basically just put a light entity where the light should come from (just in front, so it's not "inside" the prop model). Add a point_spotlight, with the flag "do not emit light" ticked (or similar) which adds the cone effect. This is the cheap way to make a static spotlight like light.

uhh i was looking for something like a streetlamp or something. more of a indoor lighting lamp on the wall

Yeah, then just place a normal (point) light so that it's origin is just outside the model's bulb.
Add a point_spotlight entity for the glow effect.

...Or... You could make it a crate that emanates light, like the Cube of Light or something (4DaLawlz) Haha, Just kidding
