I have a very stupid question... of coarse we've all had the water problems and fixed them but to anybody's knowlege do you have to have a skybox in any level that contains water?
For example I am making a map that is entirely underground... a little return to Black Mesa type map and without a skybox it works fine until you add water to an area. I have no leaks for sure and Load Point File shows nothing leaking into my rooms but the water still has that blur to it. I added the skybox around my level and tada it works fine... I figured if I made the level without a skybox it will have less stuff to compile or slow down the level.

I don't believe it needs a skybox. Does it have a env_cubemap and have you BuildCubeMaps ?

Try making a box around the level without the skybox texture, but with black or something. If it works fine then, then you have a leak.

I set it up with and without a env_cubemap and ran buildcubemaps but it never fixed it... i just put a black box around the whole thing and it seems to work and that's what I figured I'd try since i see a lot of people use no clip and when they go outside the walls its all black

You simply have a leak. Remove the black box (and never do that again) and fix the leak. See the FAQ at the top of any forum for details.

I feel stupid... i looked for leaks as in open spots in walls and so on and there were none... i had a func_door on outside of my level that gave me the leak.

Not only do you need to check that the entity itself (all it's containing box) is fully inside the level, but also it's helper node (blue sphere / white circle) is inside the map.
