The light environment comes from the skybox, so you only need the one, and just have separate skyboxes. I do hope you have NOT just made one giant skybox around your map.
That material looks quite dark by itself, it could be just that. Try another material.

Select all the brushes that make up that object and make it func_detail.
You cannot have multiple sun angles; it's earth! There is only one sun!
If "levels" = separate areas of the same map (ie one hammer file) then no. If they are separate files, then yes.

Move_Linear? A moving object is quite tricky to get a static light on, since its of course in multiple locations and therefore the light on it will change.
What texture are you using? Perhaps linking your compile log may help.

What do you mean by move_linear?

what entity are your steps? You said they need to move, therefore i guessed they come up out of the ground or something, and therefore they move like a sliding door would.

func_ MoveLinear. Thats what i meant by move_ linear. Where do they start? In the ground? Or as they are in the screen shot?

If they start in the ground, then no light touches them because they are under the ground. This is why they are black.
Try having them start up, and move them down on map start.
