Hey, im having some trouble with decals, when i put them somewhere they dont always show up after i compile the map and test it. Also, i want to make a barbed wire barricade but i can walk right through them. If anyone could help that would be awesome, thx.

For the barbed wire, build a PlayerClip brush inside it. They will collide with the clip rather than the wire model.
For the decals, make sure they are close to the wall in question, ie on the surface.

The PlayerClip worked but the decals are still acting up, even when i apply them directly to a surface, and its flat, anymore ideas?

Use the decal applying tool, don't create an info_decal entity with the entity tool. If that isn't what you're doing wrong, we made need pics.

Thats so much harder than it needs to be cat. The tool directly below it creates overlays like a decal, with the current texture.
At OP: Post the texture you are using for the decal/overlay.

Are you using the decal/overlay tool? (The one on the left toolbar, 4th from the bottom)

Your problem could be that it is too close too too many faces, and it's probably acctually appearing on the grey-texture, below the ground.
Try moving it away from the edge towards the middle.

The decal texture is decals/decalmetalgate The texture im applying the decal to is concrete/concrete038b

Try moving it a bit towards the center of the face you want to apply it too. It could be appearing on another texture as it's so close.
