Problems with water

My water doesn't appear. I've tried messing around with it, doing alot of different stuff. I don't have a leak, tried a few different skyboxes, added / built cubemaps, tried different water textures, and more.. Nothing has worked thus far, and I can't figure out for the life of me what's wrong.
Anyways, I was posting here to get some help with this problem (which, by the way, is very annoying).
