I was just wondering what the deal is with grass sprites, I see them all the time in people's maps yet I can not find a tutorial on them.
I understand that many of the blend textures have sprites but I can not get them working properly.
Does anyone know the answer to this?

Make a prop_detail and browse for what you want. Theres cattails, bushes and grass.

Sprites? I call them "effects" from my GMod time. I guess they are props that look like flat grass?

They dont look like flat grass but puffs of grass. Makes things look more interesting.

Sorry for the double, but I was wondering if any knew how to make actual 2d sprites(always facing the player) of grass that show up. Not actual 3d objects.

Grass sprites are assigned to specific textures, you cannot "create" them unless you are using the correct texture.
From what I know there aren't any of these textures in CSS. I've found plenty in DoD:S though, they show up on the 3D window in hammer if you have it set to textures without shading.
