For snow you place a trigger outside, select it, press ctrl+t and choose func_precipitation . You can then set it up from there to make it look like snow. It'll snow inside the block. I have a 3D skybox tutorial here uk.youtube.com/watch?v=ObtDnPlX30Iand ambient sounds of snowing... hmmm, I guess you could use this tutorial uk.youtube.com/watch?v=CxVxeGYh618

lol "Even I need help..." Thats a pretty bold statement.
Anyways, all that stuff is pretty simple, you should be able to do them since you're so good!
Ambient sounds: make an ambient_generic make sure the "IS NOT LOOPED" flag is not checked, the "PLAY EVERYWHERE" flag is checked, and find an ambient sound that suits you.

Uhm... I've lived in every hemisphere, and timezone, and STILL have no idea WTF snow sounds like!
I would say check the tuts for doing an ambient sound (SharpS: What's that thing called, again?). Use the sample of wind blowing (think desolate plain).

A crunch, like standing on salt.

Ah.. WALKING on snow; not it's native sound. Yeah, think rock salt or walking on wet lake/ river embankment.
------ EDIT ------
CSS map, "Office." It has every sound that you need. The 'scrunch' of walking on snow, some ambients, etc.
Also, listen to the sound of walking on the carpet, on that level; that'd probably work, too.

You want it to sound like snow? I'd recommend heavywind1 Might not sound like snow, I have no idea what snow sounds like, but it gives a nice ambient feel to snowy maps. I dont think you did the snow right, it should look like this:

The pine trees are DoD:S props, you should be able to find heavywind in "raw sounds", its not a game sound.

Just make sure the sound you use is looped, otherwise it will sound like a repeated gust of wind over and over.
For example, if you wanted the ambient sound of a car running, dont choose the startup sound, get about 3 seconds of it running and loop it.
There should be an ambient wind sound.
Just type "ambient" in the filter.
