Does anybody know a modeling program that is most similar to Hammer? Thanks in advance.

You could use Propper to turn hammer geometry directly into models

Nah, I'm modeling so I can make things smaller than 1inch x 1inch. I'm ognna use use blender, even though it's impossible. I wanted to use 3dsmax but it is expensive.

I use propper to make things smaller than 1 unit all the time, you just have to scale up your geometry before you compile and tell propper to scale down the model. You should probably learn a real modeling program though.
