How can I remove the headcrabs from zombie npc's? How would I delete the old HL2 Zombie model and replace it with citizen models, with random citizen faces? I want to do this so I can make zombies that are actually cool. Thanks!

If you want normal zombies without the headcrabs, send them the output ...zombie > setbodygroup > 0. I'm not sure whether they will still spawn headcrab ragdolls when you headshot them though. To solve this, you could make a custom model to replace the headcrab to be completely invisible and have no collision model and then packrat it into the map. If the headcrab hops off of the zombie after you kill it, you can use a trigger_remove with a filter_activator_class set to filter only npc_headcrab.
I don't think you can replace the zombie with a citizen model via hammer.
