I know there are two types of texture fixes: World and Face.
However, Hammer has always been so that if stretch a brush, the texture does not stretch and does not move with the brush.
Now it's reversed. When i stretch a brush, the texture stretches with it, or when i move a brush the texture moves with it. This is highly annoying for i am constantly having to open up the face edit box and resetting all the scale and translation numbers back to defaults.
Does anyone know how to revert this mysterious change back to how it was before? (Not on a per-brush face thing, but permanently. Ticking the box only affects that one texture, not ones 'to be made').

I've tried texture lock on and off, still does it (i think)... Maybe it's defaulting to texture lock on somehow... Or it's a setting saved per-map?

I found it. Near the 'Texture Lock' Icon there's a same looking Icon with <- 2 arrows ->. Just untick that one here's a picture:

Basically, the SHORTCUT does not work (shift+L) but the button does! Thanks Dutch.
