You're just gonna have to steal it from a map (which i dont advise) or make it yourself out of brushes and entities.

start off with some sketches on paper remember you can make shapes such as cylinders and arcs (hollow cylinders, if 360 deg) from brushes, just select it instead of block. add some water, preferably square. only top surface should be water, rest must be nodraw. add some rods which can move in and out (func_movelinear), these will be the carbon rods to reduce radiation. add some sound effects via ambient_generic, eg 'gm tube' or radiation clicking add some cool blue lights for Cherenkov radiation
etc etc.

Actually im confused. What texture can i use for the core, and make it like it was in the video, what do you mean by water on top, and how do i get func_movelinear to go in a circle?

browse to a texture you want, there's plenty there. Maybe "metal" is a good filter. a water brush needs to have a water texture on the top face of the brush only, the rest should be nodraw. Use the face-edit tool for this. func_rotating for rotating objects. func_movelinear for sliding objects.

And where should the water be placed, around the core?

Water is used around the core, yes. Its where radiation passes through the water and creates that blue glow. You may be able to mimic this without water at all.
Try looking at 'sprites' for the core itself.

Well it looks bad. i dont have a good texture sprite for it. There is a cool effect texture but it wont show up or work. There is a env_citadel_core thing which is ok, small and not as high detailed when its bigger.
