Since I added some lights to my map, the flashlight in game does not work even i keep pressing F. It used to work before, and so far its only on the map I made. Any idea why this happens?

That wouldn't be the reason that it stops working. Open the console
mp_flashlight 1
To enable it permanently, tick that option in the server properties options.

Now serious, for some reason CS:S keeps starting with mp_flashlight set to 0, and I have to change it every time, anyone has expirienced that?

you could use a logic_auto "on map start" to point at a point_servercommand with "mp_flashlight" with value '1'.

Create Server, (server options, it's not called that but it has the same effect), and before you start loading the map make sure that flashlight is enabled. Also set freeze time to 0, really helps when playtesting maps.
Entering this stuff in the console isn't permanent.

or just bind it,. bind "key" "mp_flashlight 1" so just press the key,. same when you bind cl_crosshairscale 2000 for ex. so you dont need to type it to your console evrytime you open it.,

or tick the box in the create server "allow flashlight" something like that.
