Damn, not being able to edit my posts. It doesn't seem to be a problem with the water it's the light thats reflecting from it.

Need to first do a buildcubemaps in your console, then check your textures and solids for leaks/ errors.

As above stated but make sure you actually HAVE cubemaps in your game. They are extremely easy too add for something like this
Create an entity - make it a env_cubemap. Click apply - compile your map and load it up. Then, go into console type Buildcubemaps. Disconnect, rejoin the map and it should be fixed.

Do what tyrael said. If that doesn't work, try changing the textures and see if the problem is still there. But it should be a env_cubemap problem.
