I can't make a ladder because the func_ladder doesn't appear in my function list. Is this on purpose for TF2 or does it use a different funtion for ladders?

Hey, I'm somewhat of a newb in mapping myself, but as far as I know, func_ladder does not work in TF2. Apparently it was disabled for gameplay reasons.
Your first option is just to try and get around it by designing your level with ramps and stairs, however I know that's not always what you want. The only workaround I've seen used is to create an invisible and very steep staircase using (I think) player_clip textures. Just make incremental steps that are 1 unit in size (or smaller if that is possible, I think I read that you can go as low as .04) that go up at most 18 units (the most a player can "step up" at one time) in height each step. This way you can very quickly create the illusion of a ladder, while using very little depth (under 10 units could conceivably have you go up 2 stories!)
One problem with this workaround is that the ladder essentially only goes up, so it doesn't function like a real Half Life or CS ladder. For this reason, it's probably a good idea to make these ladders go up no higher than a player can fall down without taking fall damage (272 I think...) That way, when players need to go down, they can just jump off rather than use the ladder.
Like I said, I'm a newb here myself, so maybe someone else has a better solution. If so, I'd love to hear it! That said, I hope my solution helps you. If what I said doesn't make sense, I can probably make a quick model when I get home tonight if it would help you.

Even though its red It might work whatsoever.. :S

tf2 dont have ladders since one of the enemie team could just keep going up and down on the ladder and a sentry whould waste al the ammo + scouts double jump = shit if ladders are created

scouts double jump = poo-poo if ladders are created What? Even though the entity isnt supported ( Will come out red. ), It might work, have you tried it? Its highly unlikely that it wont work but it might.

As some said, you can make very small stairs that are playerclipp textures and
16 units tall, 1 unit long and as many units as your ladder is wide. Then just stake these in a stair order like so
L= ladder |= clip
L| L | L _| L __| L __| L __|
Another way around which is more un realistic is just making a func_push or whatever it's called and make it push you up. Not as nice but it works.
A third method which I also hate is a teleport method. Walk into the bottom, appear on the top. It's VERY ugly and you can get stuck if someone stays on the top.
Final method which probably would lag but would work is just make it so when you hit the first step, it teleporters you too the second, and a trigger teleporters you too the third and on and on.
It will probably look very funny too the player and once again cause havoc.
Stick too the first method or use stairs :].

It'll also look funny when somebody tries to climb down it.

Because the player wont 'stick' to it, as they do in CSS. So they would just run past it and lose health.

Why was this moved too generic? If you read any of it; it's not generic at all. It has too do with tf2 because that's the only source game that doesn't HAVE ladders built in. You have too find different way too do them.
*Face palm for people who just read titles, skim then react*
